India's extensive coastline, stretching over 7500 kilometers and including its island territories, is a powerhouse of economic resources and holds immense potential for a thriving "Blue Economy." The most significant resource is its fisheries sector, which supports the livelihoods of millions of people through its rich marine biodiversity within the Exclusive Economic Zone (EEZ). The coastline is also the gateway for international trade, with major ports like Mumbai, Chennai, and Kandla handling over 90% of India's trade by volume. Furthermore, its scenic beaches, backwaters, and unique coastal ecosystems offer enormous potential for tourism and recreation.

Beneath the seabed lie vast mineral and energy resources. Significant reserves of offshore oil and natural gas are exploited in basins like Mumbai High and the Krishna-Godavari Basin. The continental shelf contains valuable heavy mineral sands, including placer deposits of monazite (a source of thorium), ilmenite, and zircon. The coastline also presents a promising frontier for renewable energy, with high potential for developing offshore wind farms, particularly off the coasts of Gujarat and Tamil Nadu, as well as harnessing tidal and wave energy.

However, this high-potential region is also highly vulnerable to natural hazards, primarily tropical cyclones, tsunamis, storm surges, and coastal erosion. In recent decades, India's hazard preparedness has improved dramatically. The post-2004 tsunami era saw a major overhaul of the disaster management framework. The Indian Meteorological Department (IMD) now provides highly accurate, real-time cyclone tracking and early warning systems with a colour-coding protocol. The National Disaster Management Authority (NDMA) and its state counterparts have established clear protocols, constructed a network of multi-purpose cyclone shelters, and regularly conduct mock drills with the National Disaster Response Force (NDRF). The successful mass evacuations during recent severe cyclones like Fani (2019) and Amphan (2020), which saved thousands of lives, are a testament to this improved capacity. Despite this progress, challenges remain in ensuring last-mile connectivity for warnings in remote hamlets, strengthening bio-shields like mangroves, and developing long-term strategies to protect coastal infrastructure and communities from the growing threat of sea-level rise and coastal erosion.
