Affirmative action in public service recruitment seeks to correct historical injustices and structural inequalities by ensuring equal opportunity for marginalized groups. Globally, it is regarded as a cornerstone of inclusive governance and representative administration.

In the United States, affirmative action policies opened opportunities for racial minorities and women in public employment, creating more diverse bureaucracies. South Africa institutionalized affirmative action after apartheid to empower historically disadvantaged communities. Similarly, India’s reservation system in public services promotes representation of Scheduled Castes, Scheduled Tribes, and Other Backward Classes.

In many European countries, gender quotas in public services address underrepresentation of women. International organizations too advocate inclusivity, linking it with democratic legitimacy and effective service delivery.

However, affirmative action remains contested. Critics argue it may compromise meritocracy, foster reverse discrimination, or entrench identity politics. Yet, global experience shows that without proactive measures, entrenched inequalities persist, undermining trust in state institutions.
