Traditional Public Administration, rooted in Weberian bureaucracy, is premised on legality, hierarchy, and impartiality. Rule of law provides legitimacy to administrative action, ensuring that officials act within clearly defined powers and citizens are protected against arbitrariness.

NPM introduced managerial techniques, privatization, and performance orientation. Yet, even efficiency-driven reforms required legal backing for contracting, outsourcing, and performance accountability. Without legal frameworks, market-based mechanisms could easily lead to exploitation or corruption.

NPG, with its emphasis on networks and partnerships, extends governance beyond government to private and civil society actors. Rule of law ensures that such collaborations remain accountable, transparent, and aligned with public interest. It safeguards citizen rights while enabling innovation and shared responsibility.

Thus, despite their differences, each paradigm acknowledges that administrative legitimacy comes not merely from efficiency or participation but from conformity to legal norms. The rule of law remains the anchor ensuring accountability, justice, and fairness across evolving models of governance.
