Administrative law represents the legal framework within which public administration operates. As the functions of the state expanded beyond policing and revenue collection into welfare and regulation, the scope of administrative action widened. To ensure fairness, accountability, and protection of citizens’ rights, a body of rules and procedures had to develop. This gave rise to administrative law, which sets the limits of authority, provides remedies against misuse of power, and balances efficiency with justice. Institutions like tribunals, ombudsman, and judicial review mechanisms emerged from this need. In essence, administrative law ensures that the growth of bureaucracy does not compromise the principle of rule of law. It creates predictability in governance, safeguards against arbitrariness, and legitimizes administrative discretion within legal boundaries.
