In a developing nation like India, the pursuit of sustainable growth through stringent environmental protection measures can indeed create a direct and acute conflict with the immediate survival needs of its poorest citizens. This tension arises because the livelihoods of the poor are often intricately and directly dependent on the natural resource base that environmental policies seek to protect.

This conflict is most visible in policies related to conservation. For example, when a forest is declared a national park or a wildlife sanctuary to protect biodiversity, it often leads to the displacement of tribal and other forest-dwelling communities. For these communities, the forest is not merely a resource but the basis of their livelihood, culture, and existence. Barring their access to forest produce, which they have used sustainably for generations, can plunge them into deep poverty.

Similarly, cracking down on environmentally damaging activities like unregulated small-scale mining or traditional brick kilns to curb pollution can render thousands of unskilled laborers jobless overnight. These individuals often lack the skills or capital to transition to other forms of employment, making them the direct casualties of environmental regulation. The push for clean energy, while necessary, can also threaten the livelihoods of those in the informal economy who depend on the coal supply chain.

However, this conflict is not absolute. The poor are also the most vulnerable to environmental degradation—be it through crop failure from drought, displacement from floods, or illness from polluted water. In the long term, environmental protection is fundamentally a pro-poor agenda.

The resolution lies not in abandoning environmental goals, but in pursuing a "just transition." This means environmental policies must be designed with an inbuilt social safety net. It requires genuinely consulting affected communities, ensuring their rights are protected, and providing them with viable alternative livelihoods and skills. Without this inclusive approach, environmentalism can be perceived as an elite-driven agenda that prioritizes nature over people.
