The frequent flooding of India's major cities, including designated "smart cities" like Hyderabad and Pune, is a stark paradox. It highlights a development model that has ignored ecological principles. The primary cause is not just intense rainfall but a catastrophic failure of urban planning.

First, relentless and unplanned urbanisation has led to the sealing of ground surfaces with concrete and asphalt. This prevents rainwater from percolating into the soil, generating massive surface runoff that overwhelms drainage systems. Second, there has been a systematic and often illegal encroachment on natural water bodies. Lakes, wetlands, and river floodplains, which act as natural sponges, have been built over to accommodate the urban sprawl, destroying the city's natural drainage capacity. Third, existing stormwater drainage systems are often old, poorly maintained, and clogged with solid waste and silt, rendering them ineffective during heavy downpours.

For lasting remedial measures, cities must adopt a water-sensitive approach.

  1. Sponge City Concept: We need to increase permeable surfaces. This includes promoting green roofs, porous pavements in parking lots, and protecting and creating urban green spaces.
  2. Restore Water Bodies: A mission-mode project to reclaim and rejuvenate all encroached lakes, ponds, and river floodplains is crucial. This involves clearing illegal structures and desilting these natural reservoirs.
  3. Integrated Drainage Management: Modernise and regularly maintain the stormwater drain network. This must be separated from sewage systems to prevent overflows and should be designed based on updated rainfall data, accounting for climate change.

Implementing these measures requires strong political will to prioritise ecological resilience over short-term construction gains.
