The correct answer is

R. N. Madhulkar

The Patna session of the Indian National Congress in 1912 was presided over by Rao Bahadur Raghunath Narasinha Mudholkar — written here as R. N. Madhulkar, option 4.

The session. This was the twenty-seventh session of the Congress and the first ever held at Patna, in December 1912 — significant because the province of Bihar and Orissa had just been separated from Bengal in that same year, and Patna had become its capital. Mudholkar was a lawyer and Moderate leader from Amravati in Berar, long associated with municipal and provincial politics, and he took the chair at a time when the Congress was still recovering from the Surat split of 1907.

NameWhat he is actually known for
Saiyed Mohammad BahadurPresided over the Congress session at Calcutta in 1913
Sir S. P. Sinha (Satyendra Prasanna Sinha)Presided at Bombay in 1915; the first Indian on the Viceroy’s Executive Council and later Lord Sinha of Raipur
Saiyed Hassan ImamPresided over the special Bombay session of 1918, called over the Montagu-Chelmsford proposals; a judge of the Calcutta High Court from Bihar
R. N. MudholkarPresided over the Patna session of 1912

Why this is a hard question. All four names are genuine figures of the period, and three of the four did preside over Congress sessions — just in other years. Two of them, Sinha and Hassan Imam, were also Bihar figures, which makes them natural distractors in a Bihar Public Service Commission paper. The only way through is to remember the year attached to each presidency.

Nearby presidencies worth fixing in memory : 1911 Calcutta — Bishan Narayan Dar; 1912 Patna — R. N. Mudholkar; 1913 Karachi — Nawab Syed Muhammad Bahadur; 1915 Bombay — S. P. Sinha; 1916 Lucknow — A. C. Majumdar, the session of the Congress-League Pact.

Hence, the answer is R. N. Madhulkar.
