The statement that is not correct is "It covers the entire country". The Sample Registration System (SRS), run by the Registrar General of India since 1964–65 (full scale 1969–70), is a large demographic sample survey covering a nationally and State-wise representative random sample of villages and urban blocks — a small fraction of the population, not every village and town. Universal coverage belongs to the decennial Census and the Civil Registration System (Registration of Births and Deaths Act, 1969).

The other statements are true. Dual record system is the defining feature of SRS. Continuous enumeration by a local enumerator plus an independent periodic survey by an investigator-supervisor is how that dual record works; the two lists are matched and unmatched events re-verified in the field to give an unduplicated count. More reliable State-level estimates is also true — SRS supplies India's official birth rate, death rate, IMR, TFR and (via special surveys) the MMR.
