The correct answer is

Yaw mechanism

A horizontal-axis wind turbine converts the most kinetic energy into shaft power only when its rotor plane is held perpendicular to the incoming wind, so the blades sweep the fullest possible airflow.

Because wind direction shifts constantly, the nacelle at the top of the tower must be turned to keep the rotor pointing into the wind; this orientation control is the job of the yaw mechanism.

The yaw mechanism uses a large bearing and yaw motors (guided by a wind-direction sensor or vane) to rotate the whole nacelle about the vertical tower axis until the rotor faces the wind, then locks it there.

The tower is purely a structural element that raises the rotor into stronger, less turbulent wind; it does not steer anything.

The brake system clamps the rotor to stop or slow it for safety or maintenance, and the gearbox steps up the slow rotor speed to the high speed the generator needs.

None of those three changes the direction the turbine faces, so only the yaw mechanism performs the alignment described.

Hence, the answer is the Yaw mechanism.
