Question

What are the main constraints in transport and marketing of agricultural produce in India?

This question was previously asked in
UPSC CSE 2020 (Prelims) CSAT Previous Year Paper (04-Oct-2020)

The transport and marketing of agricultural produce in India are riddled with constraints that limit farmers' income and lead to post-harvest losses. A primary issue is the lack of adequate infrastructure. Poor rural roads make it difficult to move produce quickly, and a shortage of cold storage and refrigerated transport means perishable goods often spoil before reaching the market.

In terms of marketing, farmers face issues with a fragmented market system dominated by intermediaries. The APMC (Agricultural Produce Market Committee) acts have created monopolistic mandis, limiting farmers' choices on where to sell their produce.

This leads to a lack of transparent price discovery. Additionally, a long and complex supply chain with multiple middlemen ensures that farmers receive only a small fraction of the final price paid by the consumer. Lack of access to real-time market information further weakens their bargaining power.
