Furthermore, a weak and often corrupt civil administration has resulted in a governance deficit, where the state is unable to deliver basic services or justice, allowing extremist groups to fill the void and run parallel governments. This entire situation provides fertile ground for Naxalite ideology to thrive by exploiting popular discontent.

To counter this threat, a multi-pronged strategy is essential. The government has rightly adopted a dual approach, encapsulated in its 'iron fist in a velvet glove' policy.

The Government of India and civil administration must lead with the 'velvet glove' of development and governance. The focus should be on an accelerated, inclusive development push, building roads, schools, and hospitals. Sincere and effective implementation of protective legislation like the Forest Rights Act and PESA is non-negotiable to restore the rights of tribal communities. Improving governance, ensuring transparency, and establishing effective grievance redressal mechanisms are crucial to win back the trust of the people.

The security forces must wield the 'iron fist' with precision and care. Their strategy, often termed 'Clear-Hold-Build', involves clearing an area of extremists, holding it to prevent their return, and enabling the civil administration to build development infrastructure. This requires intelligence-led, surgical operations that minimize collateral damage. To foster a favorable perception, security forces must also engage in civic action programs, respecting local culture and acting as a bridge to the administration. This comprehensive approach, often summarized by the acronym SAMADHAN, is the only sustainable path to resolving the LWE challenge.
