The passage stresses violence's harmful, negative impact on public life ("heavy toll", "no one is safe"). The adverb must convey that negativity — adversely means "unfavourably / harmfully".

"Moderately" understates the toll, "relatively" needs a comparison that isn't present, and "ultimately" answers "when" not "how".
