To reach the target expansion of student enrolment, the Education Commission 1964-66 proposed to have one-third of the student in the institutes by name :
Correspondence Education Institute
The Education Commission 1964-66 foresaw a large rise in enrolment in higher education and felt that full-time institutions alone could not meet it.
It therefore recommended a big expansion of part-time education, proposing that by 1986 about one-third of the total enrolment in higher education should be through correspondence courses and evening colleges.
Open universities came later (Andhra Pradesh Open University in 1982 and IGNOU in 1985), the broader term distance education became common later, and digital media institutes did not exist at that time.
Hence, the Commission proposed one-third enrolment through the Correspondence Education Institute.
