A thesis statement is an assertion. It is the sentence, usually placed early in a piece of research writing, that states the central claim the whole work will argue for.

What makes it an assertion is that it is arguable. It puts forward a position that a reasonable person could dispute, and the writer then takes on the obligation of defending it with evidence and reasoning through the rest of the work. Every chapter that follows is in some way an answer to the question of whether that claim holds. A good thesis statement is therefore specific, debatable and capable of being supported.

The distinction from the other options is precisely a matter of arguability.

A fact is something already established and not in dispute. If a statement is a plain fact, there is nothing left to argue and no thesis to defend; a whole dissertation cannot be written to prove what nobody denies. Facts appear in a thesis as evidence supporting the assertion, not as the assertion itself.

An observation is a report of what has been noticed or measured. It describes rather than claims. Observations are the raw material from which an assertion is built, but on their own they take no position.

A discussion is an extended treatment of a subject from several angles. A thesis statement is the opposite in form: it is compact, typically a single sentence, and it commits to one position. The discussion is what the body of the work provides in support of it.

Hence a thesis statement is an assertion.
