The placement of figures and tables in a thesis follows from what they are for: they present evidence that supports the argument, so they belong where that argument is being made.
Figures and tables are included in the text itself. The accepted convention is to place each one as close as possible to the paragraph that first refers to it, normally on the same page or the one following. Each carries a number and a caption - tables are conventionally captioned above and figures below - and the text refers to it explicitly, as in Table 4.2 shows, so the reader knows when to look at it. A table that is central to the analysis does not belong there, though a very long table of raw figures might.
A separate chapter for all figures and tables would divorce them from the discussion they illustrate and force the reader to turn back and forth continuously. No standard style manual recommends it.
The concluding chapter summarises findings and draws implications. It may occasionally include a summary table, but it is not where the body of figures and tables goes, since most of them belong with the analysis that precedes it.
A thesis usually also carries a List of Tables and a List of Figures in the preliminary pages, which is what allows the items themselves to sit within the text without becoming hard to locate.
Hence in a thesis figures and tables are included in the text itself.
