The stem fixes two conditions at once: the session must generate many ideas about one problem, and it must do so without passing any judgement. Deferred judgement is the defining ground rule of only one classroom strategy.

Brainstorming works exactly on that rule. Participants call out every idea that occurs to them, however unlikely; criticism and evaluation are suspended until the generating phase is over, on the reasoning that fear of being judged is what shuts down the flow of ideas. Quantity is sought first, quality is sifted afterwards.

Dramatization and role playing has learners enact a situation to feel a perspective or practise a skill. It builds empathy and expression, but it does not exist to pile up alternative solutions to a stated problem.

The project method has learners carry out a purposeful task over time in a real setting. It ends in a product, and it involves constant evaluation of choices rather than the suspension of it.

Supervised study is individual work on assigned material with the teacher available for guidance and correction. Correction is judgement, so it is the opposite of the condition set in the stem.

Hence the teacher will use the brainstorming strategy.
