The correct answer is

a combination of p and n type of semiconductor

A photovoltaic (solar) cell converts sunlight directly into electricity, and to do this it needs an internal electric field. That field is created at a p-n junction — the boundary where a p-type semiconductor (which has an excess of positive holes) meets an n-type semiconductor (which has an excess of free electrons).
When sunlight strikes the cell, photons knock electrons loose, creating electron-hole pairs. The built-in field at the junction pushes electrons one way and holes the other, producing a voltage and driving a current through an external circuit.
A single p-type layer alone or a single n-type layer alone cannot set up this junction field, so neither by itself can generate current; and a material that is neither p nor n type would have no such doping at all. Only the combination of p-type and n-type semiconductor forms the working junction.
