For instance, the Public Accounts Committee and Joint Parliamentary Committees (JPCs) comprise members from both Houses, fostering shared accountability and strengthening legislative oversight.

Committees also engage experts, civil society, and stakeholders, ensuring inclusiveness. Their reports, though not binding, carry substantial weight in shaping legislation and influencing government actions. For example, the recommendations of Department-Related Standing Committees on bills such as the GST framework helped refine legislation through consensus.

However, challenges persist: lack of mandatory referral of bills to committees, limited public access to reports, and inadequate resources hinder their effectiveness. Strengthening committee systems through compulsory scrutiny of all bills, digitization of proceedings, and wider publicity of reports can further enrich the legislative process.

In essence, committees are indispensable as they deepen democracy, enhance executive accountability, and ensure that both Houses contribute meaningfully to lawmaking through a spirit of cooperation and cross-pollination.
