Based on the English alphabetical order, three of the following four letter-cluster pairs are alike in a certain way and thus form a group. Which is the letter-cluster pair that DOES NOT belong to that group?

The correct answer is

XZ−BG

In each pair, the two letters within a cluster have one letter skipped between them: in RT (R _ T), JL (J _ L), ZB (Z _ B counting Z, A, B) and EG (E _ G) the gap is +2.

Now look at the jump from the first cluster to the second. In RT−WY, T to W is +3. In JL−OQ, L to O is +3. In ZB−EG, B to E is +3. So in these three pairs the second cluster starts 3 letters after the first cluster ends.

Check XZ−BG: from Z (end of XZ) to B (start of BG), counting Z, A, B, the jump is only +2, not +3.

Therefore XZ−BG breaks the common pattern shared by the other three pairs.

Hence, the answer is XZ−BG.
