Enunciate the impediments to women's participation in local governance in the process of political decentralisation.
The 73rd and 74th Constitutional Amendments created space for women in local governance by reserving one-third of seats in Panchayati Raj Institutions (PRIs) and urban local bodies. While women’s representation has increased significantly, substantive participation remains limited due to multiple impediments.
Socio-cultural barriers such as patriarchal norms, lack of education, and gender stereotypes often restrict women’s autonomy in decision-making. Many elected women representatives face pressure to act as proxies for male relatives, a phenomenon known as “sarpanch pati.”
Economic constraints also hinder participation. Limited access to independent income, property, and financial resources reduces women’s bargaining power within political institutions.
Institutional challenges include inadequate training, poor capacity-building programs, and lack of exposure to legal and administrative procedures. Further, irregular meetings, bureaucratic dominance, and lack of transparency reduce their effective role.
Political hurdles such as dominance of local elites, violence, and tokenism further marginalize women’s voices. Despite constitutional backing, structural inequalities in caste and class amplify these challenges.
Yet, success stories highlight women’s potential. Women sarpanchs in states like Rajasthan and Bihar have initiated programs for sanitation, education, and welfare, demonstrating the transformative impact of genuine participation. Enhanced reservation (50% in some states), digital literacy, and grassroots leadership training are steps toward overcoming barriers.
Thus, while institutional reforms have opened doors, systemic social, economic, and political impediments continue to restrict women’s effective participation in local governance.
