Statement 1 — INCORRECT. Only the President's pardoning power flows from Article 72. The Governor's pardoning power is conferred by a separate provision — Article 161. So saying both pardon "under Article 72" is wrong.

Statement 2 — CORRECT. Under Article 161, the Governor cannot pardon, reprieve, remit or commute a death sentence; this remains exclusively the President's prerogative under Article 72. The Governor also cannot grant clemency in court-martial cases.

Hence only statement 2 is correct → option B.
