The correct answer is

decreasing cost per bit and increasing access time

In a memory hierarchy, the fastest and most expensive storage sits at the top and the slowest and cheapest at the bottom. At the top you have processor registers and cache; below them come RAM, solid-state storage, magnetic hard disk, optical disk and magnetic tape.
Two properties change as you move DOWN the hierarchy:
1. Cost per bit: registers and cache use very expensive high-speed technology, while tape and optical disks are extremely cheap per bit. So as you go down, cost per bit DECREASES.
2. Access time: registers are accessed in nanoseconds, but a hard disk, optical disk or tape takes far longer to reach data. So as you go down, access time INCREASES (memory becomes slower).
Alongside these, capacity increases as you go down. Therefore the true combination is decreasing cost per bit together with increasing access time.
The choices pairing increasing cost or decreasing access time with downward movement invert the real trend and are wrong.
Correct answer: decreasing cost per bit and increasing access time.
