The correct answer is

32

Pure water freezes at \(0^{\circ}\text{C}\) at standard pressure. Converting using \(F=\tfrac{9}{5}C+32\):

\[F=\tfrac{9}{5}(0)+32=32^{\circ}\text{F}\]

Hence pure water freezes at 32°F. The value 0 refers to the Celsius scale, 48 and 37 do not correspond to any standard freezing reference.
