The correct answer is

III and IV

An organisation needs a computer based information system (CBIS) when its own information requirements can no longer be met manually — the need comes from the organisation, not from the technology.

Statement III is true: as organisations grow, the volume of transactions and data becomes too large to capture, store and process by hand quickly and without error.

Statement IV is true: managers must take timely and accurate decisions, which needs up-to-date, accurate, summarised information that a CBIS supplies.

Statement I is false: administrative staff can process data — manual systems worked for small volumes; the difficulty arises only from volume and speed, which is already statement III. Statement II is false as a reason: growth of ICT makes a CBIS possible and cheaper, but technology growth by itself does not create the organisation's need.

So the true statements are III and IV.

Hence, the answer is III and IV.
