Narendra Modi
Narendra Modi is correct.
NITI Aayog (National Institution for Transforming India) replaced the Planning Commission on 1 January 2015. The Prime Minister is its ex-officio Chairperson, so Narendra Modi became its first Chairperson.
Arvind Panagariya was the first Vice-Chairperson, Amitabh Kant was the first CEO from 2016, and Arun Jaitley was a special invitee as Finance Minister, not the chair.
