SSC GD 2018 Question Paper Hindi (11-Mar-2019) (Shift 3)
The correct answer is

Homi Bhabha

Homi Bhabha is correct.

Dr Homi Jehangir Bhabha is known as the father of the Indian nuclear programme. He founded the Tata Institute of Fundamental Research (1945), became the first chairman of the Atomic Energy Commission (1948) and set up the Atomic Energy Establishment at Trombay, renamed the Bhabha Atomic Research Centre after his death in 1966. He also proposed India's three-stage nuclear power programme based on its thorium reserves.

The other scientists carried his work forward: Raja Ramanna led the team behind India's first nuclear test at Pokhran in 1974, Homi Sethna headed the Atomic Energy Commission at that time, and Anil Kakodkar was a later chairman who played a key role in the 1998 tests.
