The budget in outline. The Bihar Budget for 2024-25, presented in February 2024, was of about ₹ 2·78 lakh crore, and the Education Department received the single biggest share, of the order of ₹ 52,000 crore. Rural development, health, energy and road construction followed.

Why education dominates a Bihar budget. Three facts make it so. Bihar has the youngest population of any Indian state, with a median age of about twenty and a very large school-going cohort. Its literacy rate, at about 61·8 per cent in the 2011 Census, was the lowest in the country, so the state has been catching up from a low base. And education spending is dominated by salaries — the state employs several lakh school teachers, and the regularisation of niyojit teachers as state employees added substantially to the wage bill in exactly these years.
What the allocation funds. Beyond salaries, it covers the mid-day meal scheme, the cycle and uniform schemes for girls that Bihar pioneered, scholarships, the Bihar Student Credit Card scheme for higher education, school building and the seven nishchay commitments relating to education and skills.
A general point for such questions. Across most Indian states, education is the largest departmental head of expenditure, because school teachers are the single largest group of state employees.
