Options 1, 2 and 4 all appear in this list; option 3 does not.
Why “sustainable development” is such a plausible distractor. It is a phrase that appears constantly in Indian policy documents — in the Sustainable Development Goals, in the National Action Plan on Climate Change, in the discussion of net zero by 2070. A candidate reading quickly will accept it as belonging to any list of national priorities. The point of the question is that the Budget’s own list is specific and enumerated, and the environmental content of that list sits under energy security, which covered a policy document on energy transition pathways, pumped storage, small modular nuclear reactors and support for hard-to-abate industries.
The method for such questions. When a question asks which item is not in an official list, work by recognition rather than by plausibility: three options will be verbatim from the document and the fourth will merely sound right. Here, the exact wording “Productivity and Resilience in Agriculture” and “Employment and Skilling” is a strong signal that those were lifted straight from the speech.
