The correct answer is

All the words can be formed using the letters only once.

This is a word-formation question. A target word can be formed only if each of its letters is available in IDENTIFICATION, and no letter is needed more times than it appears there.

First count the letters of IDENTIFICATION: I appears 4 times, N twice, T twice, and D, E, F, C, A, O appear once each.

Word I CONFIDENT needs C, O, N(2), F, I, D, E, T. IDENTIFICATION has all of these, including two N's, so CONFIDENT can be formed.

Word II DICTATION needs D, I(2), C, T(2), A, O, N. IDENTIFICATION supplies four I's and two T's and all other letters, so DICTATION can be formed.

Word III INACTION needs I(2), N(2), A, C, T, O. IDENTIFICATION has four I's, two N's and the rest, so INACTION can also be formed.

Since all three words — CONFIDENT, DICTATION and INACTION — can be built from the available letters, the answer is that all words can be formed.

Options 1, 2 and 3 each exclude at least one word that is actually formable, so they are incorrect.

Hence the correct answer is All the words can be formed using the letters only once.
