The correct answer is

Stockholm Convention

The Stockholm Convention of 2001 is the treaty aimed at eliminating or restricting Persistent Organic Pollutants. POPs are carbon-based chemicals that resist degradation, travel long distances on air and water currents, accumulate in fatty tissue and biomagnify up the food chain.

The convention began with the so-called dirty dozen, including DDT, PCBs and dioxins, and a review committee keeps adding chemicals to its annexes for elimination, restriction or reduction of unintentional release.

The other treaties address different problems. The Minamata Convention deals with mercury, the Basel Convention regulates transboundary movement of hazardous waste, and the Kyoto Protocol set binding greenhouse-gas reduction targets under the climate regime.

Hence, the answer is the Stockholm Convention.
