The correct answer is

ET – Tundra climate

In the Koppen climate classification, the ET or tundra climate is found in high latitudes and high altitudes where the warmest month stays below 10°C.

Its ground remains permanently frozen as permafrost, and the short, cold growing season supports only low vegetation such as mosses, lichens and dwarf shrubs.

The Aw tropical wet and dry, Cfb marine west coast and BSh subtropical steppe climates are all much warmer and support far richer vegetation, so they do not have permafrost.

Hence, the region with permafrost soil and mosses and lichens is the ET – Tundra climate.
