Kangaroo Closure

Closure is a device by which debate on a matter before the House is cut short and the question is put to vote. Its several forms differ in how much of the matter still gets discussed.

Under the Kangaroo Closure the presiding officer selects only the important clauses or amendments for debate and lets the rest be passed over, so the discussion hops from one selected clause to the next like a kangaroo.

The other forms work differently. Simple closure means a member moves that the matter having been sufficiently discussed be now put to vote. Closure by compartments groups clauses into blocks and votes on each block as a whole after the allotted time. Guillotine closure is the most drastic: when time expires, all the remaining clauses or demands are put to vote together without any discussion at all.

Hence, the answer is Kangaroo Closure.
