The correct answer is

1 and 3 only

'Weather' (a noun for atmospheric conditions) is used correctly in sentence 1, and 'whither' (an adverb meaning 'to what place') is used correctly in sentence 3. Sentence 2 wrongly uses the conjunction 'whether' in place of the noun 'weather', since it refers to climatic conditions improving. Hence, only sentences 1 and 3 are correct, making option (c) the answer.
