The Speaker votes only to break a tie — option 1.
The provision. Article 100(1) lays down that all questions in either House shall be determined by a majority of votes of the members present and voting, other than the Speaker or person acting as Chairman, and that the Speaker shall not vote in the first instance, but shall have and exercise a casting vote in the case of an equality of votes.

Why the rule exists. The Speaker must be, and be seen to be, impartial. Abstaining from ordinary votes removes any appearance of partisanship; keeping a casting vote for a tie ensures that the House can always reach a decision rather than remain deadlocked. The convention comes from the British House of Commons, where by Speaker Denison’s rule the casting vote is exercised so as to leave the matter open for further discussion where possible.
A famous instance. In 1991, when a no-confidence motion produced a tie in a state assembly, the casting vote of the presiding officer decided the government’s fate; at the Union level, the confidence motion of 1999 was lost by a single vote, which is why the possibility of a tie is not merely theoretical.
Why option 3 is the sharpest distractor. It describes a “double vote” — an ordinary vote plus a casting vote — which is exactly what the Constitution denies. Option 4 goes too far in the other direction: the Speaker is not voteless, merely silent until the House is evenly divided.
Hence, the answer is the right to vote only in case of a tie.
