The pattern to remember. It is simple and consistent: 25 for the lower house at either level, 30 for the upper house at either level, and 35 for the offices of head of state — President, Vice-President and Governor. Fixing that pattern makes every question of this family answerable without recalling separate numbers.

Why the upper house asks for more. The second chamber was conceived as a house of elders — the Rajya Sabha, or Council of States — expected to bring experience and second thoughts to legislation, and a higher age qualification expresses that. The same reasoning gives the presidency the highest threshold of the three.

The other qualifications for a Member of Parliament under Article 84: he must be a citizen of India, must make and subscribe an oath or affirmation before the Election Commission, and must possess such other qualifications as Parliament may prescribe by law — the Representation of the People Act, 1951 adds that he must be an elector in some parliamentary constituency in India.

A useful contrast : a candidate must be 25 to stand for the Lok Sabha but only 18 to vote for it — the gap between the right to choose and the right to be chosen.

Hence, the answer is 25, 30 and 35.
