The correct answer is

Norman E. Borlaug

The Green Revolution of the 1960s rested on high-yielding semi-dwarf wheat. These short, stiff-strawed varieties, carrying the Norin 10 dwarfing genes, were bred in Mexico at the programme that later became CIMMYT, and they could take heavy doses of fertiliser and irrigation without lodging (falling over).

The American plant breeder Norman E. Borlaug led that wheat-breeding work and developed the semi-dwarf varieties such as Lerma Rojo 64 and Sonora 64. India imported these seeds in 1965–66, and Borlaug received the Nobel Peace Prize in 1970 for this work.

M.S. Swaminathan is the father of the Green Revolution in India: he brought Borlaug's varieties to India and adapted them to Indian conditions, but he did not originally develop them. G.S. Khush is known for high-yielding rice varieties (IR36, IR64) at IRRI, and B.P. Pal was a wheat breeder and the first Director-General of ICAR, not the developer of the semi-dwarf wheats.

Norman E. Borlaug option is correct.
