He is best remembered as an engineer of dams and water systems. He designed the automatic floodgates installed at the Khadakvasla reservoir and was the chief engineer behind the Krishnaraja Sagar (KRS) dam across the Cauvery, which is central to hydroelectric power and irrigation in the region.

Therefore the correct statement is that he was known for his role in India's hydroelectric (and water-engineering) projects.

He was not the first Bharat Ratna recipient — he did receive the Bharat Ratna in 1955, but the first recipients were C. Rajagopalachari, C. V. Raman and S. Radhakrishnan. He was a civil engineer and administrator, not the designer of a railway budget model, and he is celebrated as an engineer, not as an industrialist.
