The distinction to hold on to is between the powers of the President, which concern the life and sessions of the House, and the powers of the Speaker, which concern the conduct of a sitting.

Statement 1, summoning, is a Presidential power. Under Article 85 the President summons each House of Parliament to meet at such time and place as he thinks fit, with the proviso that not more than six months may pass between the last sitting of one session and the first sitting of the next.

Statement 3, prorogation, is a Presidential power. Prorogation ends a session of the House, as distinct from adjourning a sitting within it. The President prorogues the House under the same Article 85. Pending bills do not lapse on prorogation.

Statement 4, dissolution, is a Presidential power. Dissolution ends the life of the Lok Sabha itself and is followed by a general election. Only the Lok Sabha can be dissolved; the Rajya Sabha is a permanent body. Bills pending in the Lok Sabha ordinarily lapse on dissolution, which is the main practical consequence.

Statement 2, adjournment sine die, is not a Presidential power, and it decides the question. To adjourn sine die means to terminate a sitting without setting a date for reassembly. This is done by the presiding officer - the Speaker in the Lok Sabha - who also orders ordinary adjournments during a sitting. The President's role begins afterwards, since it is common for the Speaker to adjourn the House sine die and for the President then to prorogue it.

Since statements 1, 3 and 4 are Presidential powers while 2 is not, the third code applies.

Hence the President has the powers of summoning, prorogation and dissolution.
