Pradhan Mantri Gram Sadak Yojana (PMGSY) was launched on 25 December 2000 by the Government of India as a Centrally Sponsored Scheme. Its very name — Gram Sadak meaning "village road" — points to its purpose, and its overriding aim is rural transport connectivity.

Why the correct goal is providing rural connectivity through road construction: The primary objective of PMGSY is to provide single, all-weather road connectivity to eligible unconnected habitations in rural India, so that villages remain accessible in every season rather than being cut off during the monsoon. Key features include:

• It targets unconnected habitations with a population of 500 or more in plain areas, and 250 or more in hill states, north-eastern states, desert areas and tribal (Schedule V) areas, where the terrain makes connectivity harder.
• Beyond building new roads, later phases (PMGSY-II and PMGSY-III) also focus on upgrading and consolidating the existing rural road network and through-routes.
• Good all-weather roads improve rural access to markets, schools, health centres and employment, directly supporting rural economic development.

Why the other options are wrong: Promoting renewable energy is the aim of energy-focused programmes, not a road scheme. Enhancing telecommunication services in cities is unrelated — PMGSY is about physical roads, not telecom, and its focus is rural rather than urban. Developing urban infrastructure is likewise the opposite of PMGSY's mandate, which is squarely aimed at rural areas. Therefore, providing rural connectivity through road construction is the correct primary goal.
