Mathura Refinery was commissioned in January 1982 by Indian Oil Corporation Limited (IOCL) to meet the fuel demand of the north-western region, including the national capital. It stands on the Delhi–Agra Highway near the historic city of Mathura in Uttar Pradesh.
Within IOCL's chain of refineries built in order of commissioning (Barauni, Guwahati, Koyali, Haldia, Digboi and Mathura), Mathura is counted as the sixth refinery. Hence, Mathura Refinery is the 6th in IOCL's chain of refineries in the country.
