The correct answer is

Swami Vivekanand

The statement Education is the manifestation of perfection already in man was made by Swami Vivekananda, and it is probably the most quoted single sentence in Indian educational thought.

The philosophy behind it is worth unpacking, because the wording is precise. The word already carries the argument: perfection is not something to be supplied from outside but something present in every human being from the start, in the form of the divine self. Education therefore does not put knowledge into a learner; it removes what obscures the perfection that is there. Vivekananda expressed the same idea by saying that all knowledge, secular or spiritual, is already in the human mind, and that the teacher's role is not to instruct but to help the learner uncover it - the mind is not a vessel to be filled but a lamp to be lit. He also insisted that education must be man making and character building rather than a matter of accumulating information.

The other three names are all major figures in Indian educational thought, each associated with a different formulation, and knowing those keeps the four apart.

Mahatma Gandhi is associated with Basic Education or Nai Talim, education through a productive craft, in the mother tongue, aimed at the harmonious development of body, mind and spirit.

Rabindranath Tagore founded Santiniketan and Visva Bharati and stressed education in natural surroundings, freedom, creativity and the union of the learner with nature and with the wider world.

Sri Aurobindo developed the idea of Integral Education, aimed at the physical, vital, mental, psychic and spiritual dimensions of the person, and held that nothing can be taught, since the teacher only helps the pupil bring out what is within.

Hence the statement was made by Swami Vivekananda.
