The national flag was adopted on 22 July 1947 — option 4, three weeks before independence.
Why so early. The Constituent Assembly needed a flag to fly on 15 August 1947, so the design had to be settled before that date, long before the Constitution itself was ready. An ad hoc committee under Dr Rajendra Prasad recommended adapting the Congress tricolour by replacing the charkha at its centre with the Ashoka Chakra from the Sarnath lion capital — so that the flag should belong to the whole nation rather than to a single party. The Assembly accepted the design on 22 July 1947, on a motion moved by Jawaharlal Nehru.

The flag itself. Deep saffron, white and India green in equal horizontal bands, with a ratio of 3 : 2, and a navy blue Ashoka Chakra of 24 spokes at the centre of the white band. Its use is governed by the Flag Code of India, 2002 and by the Prevention of Insults to National Honour Act, 1971. The design derives from the flag proposed by Pingali Venkayya.
