The correct answer is

0

A number is divisible by 4 when the number formed by its last two digits is divisible by 4.

For 58A4, the last two digits are "A4". Test each candidate digit A from smallest upward.

For \(A = 0\): last two digits are 04, and \(04 \div 4 = 1\), which is exact.

So 5804 is divisible by 4, and 0 is the smallest digit that works.

Hence, the smallest value of A is 0.
