The task of generating e-content for undergraduate courses was assigned to the Consortium for Educational Communication, usually abbreviated CEC.
CEC is an inter university centre of the University Grants Commission, set up to address the needs of higher education through television and other electronic media. It works through a national network of Educational Multimedia Research Centres located in universities across the country, and it has long been responsible for producing educational television programming, including the Vyas higher education channel. Because it already possessed the production infrastructure, the trained personnel and the links with university departments, it was the natural body to be given responsibility for undergraduate e-content under the National Mission on Education through ICT.
The division of labour is worth noting, since the distractors are all genuine bodies with related but different mandates.
INFLIBNET, the Information and Library Network Centre, is also a UGC inter university centre, but its work concerns libraries and information: networking university libraries, providing access to electronic journals through the e-ShodhSindhu programme, and running Shodhganga, the repository of Indian theses. Postgraduate e-content, under the e-PG Pathshala project, was assigned to it rather than to CEC, which is why the word under-graduate in the question matters.
The National Knowledge Commission was an advisory body constituted in 2005 to recommend reforms in knowledge related institutions; it produced recommendations rather than content, and it completed its term in 2009.
IGNOU is India's national open university and does produce a great deal of course material, but for its own distance learning programmes rather than as the agency assigned this particular national responsibility.
Hence the e-content generation for undergraduate courses was assigned to the Consortium for Educational Communication.
