Question

Consider the following statements:

1. President can dissolve Lok Sabha on his own discretion.

2. Governor appoints Chief Minister in a hung assembly.

3. Governor has no role in Money Bills.

Which of the above is/are correct?

The correct answer is

2 only

2 only is correct.

Statement 1 is incorrect: under Article 85 the President dissolves the Lok Sabha, but by Article 74 the President acts on the advice of the Council of Ministers headed by the Prime Minister, not on personal discretion.

Statement 2 is correct: when no party has a clear majority (a hung assembly), the Governor uses situational discretion to appoint as Chief Minister the leader most likely to win the confidence of the Assembly.

Statement 3 is incorrect: a Money Bill can be introduced in the State Assembly only on the Governor's recommendation (Article 207), and it becomes law only after the Governor's assent (Article 200).

Hence only statement 2 is correct.
