Both 1 and 2

Article 300 of the Indian Constitution deals with suits and proceedings by or against the Union and the States.

It provides that the Government of India may sue or be sued in the name of the Union of India, and the Government of a State may sue or be sued in the name of the State, in relation to their respective affairs in the same manner as the Dominion of India and the corresponding provinces could before the Constitution came into force.

Statement 1 (Correct): Article 300 explicitly allows legal suits against State Governments — a State can be sued in its own name.

Statement 2 (Correct): Under Article 300, both the 'Government of India' (i.e., the Union of India) and the State governments are recognised as juristic / legal entities capable of suing and being sued.
