The correct answer is

Only I follows

A rewards program for debit-card users is a direct incentive to use debit cards, so it is reasonable to conclude that more customers will start using them. Hence Conclusion I follows.

Conclusion II claims credit-card usage will decline. The statement says nothing about credit cards, and a debit-card incentive does not by itself imply that credit-card usage will fall — many customers use both. So Conclusion II does not follow.

Therefore only Conclusion I follows — option (1).
