The correct answer is

4.5%

 This question was deleted by BPSC in the final answer key for Set G. The reason is that the Reserve Bank does not publish one fixed number for a year: the Monetary Policy Committee revises its projection at every bi-monthly review, and by the time this paper was set in December 2024 the figure had been changed more than once. The projection the question most probably intends is 4·5 per cent, option 4, which is what the MPC announced for 2024-25 through most of the first half of the year.

What headline inflation is. It is the year-on-year change in the whole Consumer Price Index (Combined), food and fuel included. Core inflation excludes food and fuel, since those two are volatile and driven by weather and by world crude prices rather than by demand in the economy.

The inflation-targeting framework. Since the amendment of the RBI Act in 2016, the government sets a target in consultation with the Bank: 4 per cent, with a tolerance band of plus or minus 2 per cent. The six-member Monetary Policy Committee — three from the RBI, three appointed by the government, with the Governor holding a casting vote — meets at least four times a year and sets the repo rate to meet it. Missing the band for three consecutive quarters obliges the Bank to report to the government explaining why.

What drove the numbers in 2024-25. Core inflation stayed subdued, but food inflation — vegetables, pulses and edible oils — repeatedly pushed the headline figure up, which is exactly why the projection had to be revised and why a question asking for a single forecast is not answerable as set.

Hence, the best available answer is 4.5%, with the caveat that BPSC deleted the question.
