The correct answer is 1.25%.

To decrease a value by Y%, you multiply the original value by (1 - \frac{Y}{100}). In this problem, the total wage is affected by changes in two factors (rate and hours). The combined effect is not simply the sum or difference of the individual percentage changes. We must calculate the new values for both factors and then calculate the new total before determining the overall percentage change in the total weekly wages.
