UPI Incentive Scheme: Boosting Digital Payments in India

Why in the News?

The Union Cabinet has introduced an UPI Incentive Scheme for FY 2024-25 to promote cashless transactions for small-value payments below ₹2,000.

What is the UPI Incentive Scheme?

Financial Outlay:

  • The government has allocated ₹1,500 crore for the scheme.

Objective:

  • To encourage UPI adoption among merchants and banks.
  • To enhance digital payment infrastructure for small transactions.

Incentive Structure:

  • Applicable Transactions: Only for UPI transactions below ₹2,000.
  • Incentive Rate: Banks will receive 0.15% incentive on eligible transactions.
  • Performance-Based Incentive: 20% of the total incentive will be linked to banks' infrastructure performance over the year.

Why Exclude Large Transactions?

  • Focus on Small Merchants: UPI payments do not incur merchant fees, unlike debit/credit cards.
  • Budget Optimization: Ensures sustainable digital payment growth with minimal financial burden.

Past Performance & Future Targets

  • FY 2023-24 Performance:
    • ₹3,631 crore was disbursed, exceeding the total incentives of the past two years combined.
  • FY 2024-25 Target:
    • The government aims for 20,000 crore UPI transactions.

  • Developed by: National Payments Corporation of India (NPCI).
  • Functionality: Enables instant fund transfers between bank accounts via mobile apps.
